Our High Wycombe regeneration plans

High Wycombe is a historic market town rich in character and architectural diversity.

There are excellent rail connections to London, Oxford and towards Birmingham.

Johnson & Johnson, Wilkinson Sword, and global science and technology innovator, Danaher are all located in the town.

The opportunities of investing in High Wycombe

High Wycombe has business incubator spaces such as Desbox and HQube, with plenty of further ‘grow-on-spaces’ when they are ready to move into bigger premises.

There has been major inward investment from larger more established businesses including Porsche and Bentley as part of the wider Motorsport Valley industry cluster in the Thames Valley.

Buckinghamshire New University has plans for diversifying its educational offering and increasing student numbers. The University is an important partner in building High Wycombe’s identity as a thriving university town.

Our regeneration principles

The principles we will focus on for regeneration:

  • create multi-purpose hubs of activity and experiences in our main towns and transform our high streets to encourage people to spend more time locally
  • foster town centres as opportunities for business hubs
  • provide a high-quality, well-maintained, and managed environment
  • enhance Buckinghamshire’s cultural and heritage legacy, celebrating the unique characteristics, diversity and identity of our towns and communities
  • prioritise skills and development opportunities

High Wycombe Regeneration Strategy

A local High Wycombe Regeneration Group is in place to work on the strategy and to support the Regeneration sub-board of the Growth Board.

Establishing and delivering the regeneration programme for High Wycombe requires a collaborative, partnership approach.

The High Wycombe town centre Regeneration Group members include Buckinghamshire Council Councillors and external partners from key stakeholder organisations. The group reviews its Terms of Reference and refreshes the membership on an annual basis. The current membership is:

Projects

Alongside key stakeholders and partners, we are investigating multiple projects.

These support the principles of the High Wycombe Regeneration Strategy and includes the White Hart Street Public Realm Improvement Scheme.

White Hart Street Public Realm Improvement Scheme

The upcoming implementation of the scheme not only enhances the area for residents and visitors but will support food and beverage businesses to provide an outdoor ‘alfresco’ offering.

Town Centre Impact Programme

We’re working with partners to deliver a Town Centre Impact Programme, focusing on making notable improvements to the town's infrastructure, cleanliness and vibrancy, creating spaces that people feel proud of and want to visit.

Key initiatives that are being delivered in High Wycombe include:

  • Addressing anti-social behaviour: A new policing initiative, backed by a £70k Home Office grant, was launched in November. In its first month, it led to 207 hours of foot patrols, 40 arrests, and 35 charges related to anti-social behaviour. Additionally, two Restriction Orders were implemented, and consultations on extending Public Space Prevention Orders have been conducted to support enforcement efforts.
  • Green space management: A detailed waste clearance program and proactive green space management, particularly around the Churchyard, has significantly reduced vermin problems. Network Rail has also funded a major vegetation cutback next to the Town Centre Skatepark, reopening an obscured cycle path and improving surveillance and visibility for the Skate Park. In addition, Network Rail has agreed to fund three public artwork projects on bridges crossing the railway lines.
  • Highway works: A proposed package of additional highway and surfacing works are now being in place alongside the White Hart Street project
  • Infrastructure improvements: Street furniture and bench replacement, obsolete lamp post stubs removal and the reinstatement of traffic bollards across the High Street, Frogmoor, and Pauls Row areas.
  • A community toilet scheme being implemented, allowing free access to toilets at McDonald's and other community sites, including the Eden Shopping Centre.
  • Working together with Network Rail to cut back overgrown vegetation and to deliver community artwork alongside the railway line and pedestrian bridges.
