Ongoing flooding in Chalfont St Peter

Chalfont St Peter has been affected by groundwater flooding since January 2024. There has been a significant impact and disruption to residents and local businesses.

Actions that have been assigned to us

The Parish Council held a meeting on 1 October to discuss the high groundwater levels and the plans for winter.

The next meeting, being hosted by Chalfont St Peter Parish Council is on 26 November.

The following items were discussed at the latest meeting, with these actions assigned to us:

Support for the Chalfont St Peter flood group

The Environment Agency offered support to the Chalfont St Peter flood group to educate local people on their riparian responsibilities in relation to maintenance of the River Chess.

The offer has been passed to the flood group.

Enforcement action on the culvert under the shopping precinct

Get an update on previous enforcement action on the culvert under the shopping precinct.

Latest update:

We've contacted the agent of the owner. They are resistant to undertake desilting or clearance works. Further work is required (in partnership with the Environment Agency as the relevant regulator).

Check the capacity of the shopping precinct and culvert

Locate the original plans (1968) for the shopping precinct and culvert to clarify what it's capacity is.

Whether Community Infrastructure Levy (CIL) funding can be used for clearing vegetation

Chalfont St Peter have received £62,368.16 from the CIL, but none in 2023 to 2024.

The published IFS confirms that this money has been used for a flood risk survey at Mill meadow (£1,900).

£40,000 remained unspent as of 2022 to 2023.

The Parish Council has used the funds to support the Flood Risk Survey in Mill Meadow (£1.9k), Chalfont Activity Park - Skate Park (£25k), St Peters Memorial Garden Project (£2.8k), Meadow Nature Reserve (£17.4k) CSP Community Centre (£6k), and CSP Scouts (£7k) with £2.9k remaining. No funds CIL funds were received in 2023/4.

Investigation of the culvert

Buckinghamshire Highways to do a wider investigation of the culvert (CCTV survey) and maintenance of the surrounding gully network.

Latest update:

The investigation was scheduled for 8 October, but water levels prevented CCTV. We're contacting a contractor to rearrange the investigation.

Section 19 flooding investigation addendum

Complete a Section 19 Flood Investigation addendum and share with the group.

Latest update from 18 October:

We are writing the draft addendum. The addendum will feature an update on the previous recommendations.

We're discussing some new proposed recommendations with partners currently.

We'll share the finalised addendum when it's complete.

Setting up flood groups and resilience

Chalfont St Peter Parish Council requested information on how to setup flood groups and measures to strengthen resilience against property flooding.

Planned sewer lining works

Get information from Thames Water on the planned sewer lining work.

We are awaiting a brief from them.

Establishment of Chalfont St Peter Flood Action Group

After the public meeting on 16 April, the attending authorities committed to forming a Flood Action Group for Chalfont St Peter. This would be made up of a smaller group of residents.

This group will be supported by Project Groundwater until the remainder of that project at the end of March 2027.
