Apply for a Section 184 Licence
Developers can apply for a Section 184 licence (Highways Act 1980) to make minor alterations to the public highway.
What a Section 184 licence is
A Section 184 licence is for the construction or alteration of an access, which includes:
- dropped kerbs or bellmouths (for developments of 3 or more dwellings)
- alterations to footway
- agricultural, commercial or industrial access points
Licences are completed at our discretion (as the Highway Authority) and we may require you to apply for a Section 278 Agreement instead.
Before you can start construction
You can only start construction on site when:
- all of the technical details have been approved
- the agreement is signed
- all the necessary fees have been paid
- you have an approved road space booking permit

Before you apply
As part of the application, you'll need to send us:
- the details of the developer
- copy of planning permission
- construction drawings (drafted in line with our specification guidance, including):
- our agricultural design guidance (PDF, 578 KB)
- our commercial design guidance (PDF, 433 KB)
- our industrial design guidance (PDF, 356 KB)
- location plan
- a quotation from your contractor showing the value of your highway works
We will review the quotation when we receive your application to check if a Section 278 would be more appropriate.
A residential development of less than 3 properties will generally be covered by a private licence from our Streetworks team.
