Fees for planning services

Our fees for planning services (before you start construction):

Planning Performance Agreement (PPA) fees

Administration fee upon signing the agreement: £4,100 (excluding VAT)

Officer time is charged at £125 excluding VAT (billed retrospectively).

Caps on fees will be considered where appropriate and monitored to ensure control of spend.

The overall cost is dependent on the scale of development and level of input from officers. Time will only be charged for hours spent.

For combined use schemes a combined commercial and residential fee will apply as appropriate. Applicants are encouraged to enter into holistic agreements with the Local Planning Authority, additional fees will apply. For further information contact our Highways Development Management team.

Strategic Model Review fees

Model runs are bespoke, and costs vary dependent on scenarios and data output.

The scope of strategic modelling is to be agreed with the Highway Authority before commencement.

Developer Microsimulation Model Reviews

There is a fee for developers to review models such as VISSIM and SATURN. A fee of 20% of consultancy costs applies and covers the administrative costs incurred by the council.

Fees for agreements, licences and assistance

Our fees for other services:

Section 38 and Section 278 fees

These exclude street lighting and structure fees.

Section 38 and 278 licences will cost whichever is larger of either:

  • £5,000
  • 12% of the total cost of the value of the engineering (including statutory undertakers works, any traffic signal installations and street lighting)

You will need to pay £5,000 up front before any work has been started.

Fees over the minimum to be collected on completion of the agreement or as otherwise may be agreed.

Transportation fees on engineering works over £500,000 are to be calculated as below:

  • reduce rate to 9% for element of works costs between £500,000 and £1,500,000
  • reduce rate to 6% for element of works costs between £1,500,000 and £2,000,000
  • reduce rate to 4% for element of works costs more than £2,000,000

Section 184 licence

A section 184 licence costs £2,351.

Structure fees

Our fee for a standard agreement in principle submission technical approval (in accordance with CG300) is £5,182.32, which includes:

  • 2 technical design reviews
  • 1 review of your design certificate and construction completion certificate
  • collation of asset management documentation
  • updating asset management system

Fees for complex structures are decided on a case-by-case basis.

Road space booking and permits fee

Our fee is £193.

Highway Tree Replacement

Any highway trees that the developer wishes to remove must be agreed in advance with us. A fee of £5000 per tree must be paid for the replacement and maintenance of the tree.

Emergency Traffic Management Maintenance Contribution

The fee for Emergency Traffic Management Maintenance Contribution is £10,000.
