New road: South East Aylesbury Link Road (SEALR)
The Council has now secured all funding for the project and has also taken ownership of all of the land for the project.
Approval to proceed with the construction of all elements of both Phase 1 and 2 was granted in Autumn 2024.
1.1 miles of dual carriageway connected by 3 roundabouts to form part of the Aylesbury Orbital Link Road.

Location of works
Phase 1: B4443 Lower Road to A413 Wendover Road.
Phase 2: B4443 Lower Road to the future junction with South West Aylesbury Link Road and Stoke Mandeville Relief Road.

Projects aims
The South East Aylesbury Link Road (SEALR) is a 2 phase project that will respond to:
- the realignment of the A4010 as the single carriageway Stoke Mandeville Relief Road
- Aylesbury's future development plans
SEALR aims to reduce the effects of the Stoke Mandeville Relief Road by providing a link between the A413 Wendover Road and the B4443 Lower Road (phase 1). It will form a critical part of the Aylesbury Orbital Link Road.
The project will also provide a dual carriageway link to connect the B4443 Lower Road, the South West Aylesbury Link Road and the Stoke Mandeville Relief Road.
Phase 1 will:
- connect to the proposed Southern Link Road through the Hampden Fields development
- build 2 new roundabouts on the B4443 Lower Road and A413 Wendover Road
- construct approximately 1.2 kilometres of dual carriageway
- build a road bridge crossing the Aylesbury to Marylebone railway line
- provide a replacement public open space for the Stoke Grange and Wendover Park estates
- underground the existing overhead electricity cables to the north of the proposed road
Phase 2 will:
- construct approximately 500 metres of dual carriageway
- build a new roundabout connecting the Stoke Mandeville Relief Road and the future South West Aylesbury Link Road (SWALR)
SEALR forms part of the broader Aylesbury Transport Strategy (PDF, 14.2 MB).
Project benefits
Completing this project will:
- reduce congestion by redirecting traffic around town via the Orbital Link Roads
- improve walking and cycling by providing two new cycleways/footways
- enhance local ecology by achieving a 10% net gain in biodiversity (individually on both phases 1 and 2)
- bring more investment, employment and opportunity to Buckinghamshire
- enable us to deliver the Aylesbury Garden Town 1 development site
- relieve pressure on the access to Stoke Mandeville Hospital, a key route for emergency vehicles

Work completed on phase 1 of the project:
- the first consultation took place from 1 November 2017 to 8 December 2017
- the updated project designs were presented at a second public consultation on 17 July 2018
- the planning application was submitted on 20 March 2020
- the project team has begun planning utility diversions with UKPN, Thames Water, Vodafone and Virgin Media
- we submitted an EIA addendum to the planning system which responded to comments raised during the first statutory consultation period
- the planning application received unanimous approval from the Strategic Sites Committee on 11 February 2021
- the CPO, SRO and Section 19 inquiry was held from 2 to 11 November 2021
- cabinet approved a funding and delivery agreement for SEALR phase 2 and the Lower Road roundabout
- detailed design has been completed
- the CPO, SRO and Section 19 application have been confirmed by the Secretaries of State
- vegetation clearance is completed
- installation of UKPN underground electricity ducting
- establishment of replacement Public Open Space
- archaeological investigation has now been completed
- completion of the Eastern side of the Wendover Road roundabout to allow commencement of works on the West side of the roundabout
- completion of Thames Water trunk main diversion
- construction of Lower Road roundabout is continuing
Next steps (phase 1)
- ground improvement works between Wendover Road and the railway
- sheet piling either side of the railway
- connection of Lower Road roundabout with the existing Lower road carriageways
- completion of mainline drainage between Lower Road roundabout and the new flood alleviation pond to the west of the railway
Work completed on phase 2 of the project:
- an online public consultation was held from 1 to 26 February 2021, including an online questions and answers event (15 February)
- the leader of the council approved a decision to note the results of the consultation, prepare and submit a planning application, proceed with detailed design, and begin negotiations for land
- cabinet approved a funding and delivery agreement for SEALR phase 2 and the Lower Road roundabout
- the preliminary design was finalised in September 2022.
- scheme submitted application for planning permission in October 2022
- UKPN ducting planning application ref 22/01750/APP submitted in May and consent granted 19 July 2022
- installation of 33kV electricity cables with powering up from 6 December to 10 December
- Phase 2 was granted planning permission on 23 June 2023
- land acquisition completed
- construction commenced. Current operations are earthworks and formation of flood alleviation ponds
- diversion of Thames Water Trunk main is now approximately 60% complete
Next steps (phase 2)
- completion of earthworks
- commence installation of drainage pipes
- commence pavement construction
The realignment of the A4010 will be funded by HS2 Ltd and the Local Growth Fund (via the Buckinghamshire Local Economic Partnership).

We held public consultations for phase 1 in December 2017, July 2018 and February 2021.
Following these consultations we made changes to the scheme design, such as moving the road as far away from the Wendover Park and Stoke Grange estates as possible.
In February 2021 we held a phase 2 consultation event, which took place online due to national Covid-19 restrictions. We held an online questions and answers session on 15 February 2021.
