Public realm improvements: White Hart Street, Wycombe

Public realm works including carriageway and footway surfacing improvements.

Project aims

The improvements to the public realm at White Hart Street will enhance the area for residents and visitors and support food and beverage businesses to provide outdoor 'alfresco' seating.

Improvements to the public realm also allows for more cultural and creative activities such as the popular ‘Frog Fest’. This will help to activate, animate, and celebrate the culture of High Wycombe through murals, shows, and events.

It will draw people into the town and offer opportunities to meet and socialise.

About the project and its impact on the area

Design

In August 2023, we chose AtkinsRealis to develop the original concept designed by Arup.

Construction

Construction works will take place from the end of October 2024 until the end of March 2025. Works will be paused between the middle of December 2024 and aim to start again on 6 January 2025.

MBM Groundworks Ltd have been chosen to do the works. They will use the on-street parking bays on Frogmoor for facilities and storage units.

Landscaping

As part of the ongoing regeneration on White Hart Street, we plan to improve the landscaping along this street.

This will involve removing three trees: two outside Café Roberto and one outside TSB Bank/Guild Hall. We will plant three new trees outside Café Roberto and add two areas of small trees/large shrubs in planters.

We may also plant more trees as part of the Bucks Tree Planting programme.

Parking

The following areas are pedestrian zones and parking enforcement is in place (no waiting or loading at any time including for blue badge holders):

  • White Hart Street
  • Bull Lane
  • Queens Square

Only vehicles with valid permits are allowed to park there. If you notice any issues with parking in the area, report a parking problem.

Road closures

The following roads are planned to be closed for carriageway surfacing works (subject to change):

  • 10 March to 17 March – no access to White Hart Street from Queen Square to Bull Lane Service Yard
  • 24 March to 31 March – no access to White Hart Street, Queens Square and Bull Lane from Church Street

Access will be restricted for businesses and residents during this time and we advise that you plan ahead for these works.

Project funding

The project is planned to cost £3.07 million. This will be made up of the following council funds:

  • £3.02 million from Community Infrastructure Levy funding
  • £50,000 of Section 106 funding
