Ensuring that vulnerable children are allocated a school place (Fair Access Protocol)

Monitoring of the Protocol

  • The Local Authority is responsible for the fair administration of this Protocol. The Local Authority will work with schools to ensure the Protocol is followed and to quality assure the process.
  • Exclusion and Reintegration Officers will monitor the placements of permanently excluded children under the Protocol and ensure these children start and are placed on roll of the named school in a timely manner.
  • The Admissions and Transport Team and Education Entitlement Team will keep records of the placement of children under the Protocol.
  • If a school refuses to accept the placement of children through the Fair Access Protocol, the Admissions and Transport Manager, the Education Entitlement Team Manager and where appropriate the Chair of the Fair Access Board will seek to resolve such issues through contact and negotiation with the relevant school.

Review process

  • An annual review of the Protocol will take place for a period of at least 6 weeks between 1st January and 30th April of each school year.
  • The consultation will be highlighted in Schools Bulletin and at the meetings of the Fair Access Board.
  • If most schools in Buckinghamshire request an earlier review of the Protocol the request must be made in writing to the Admissions and Transport Manager and/or Education Entitlement Manager. The Admissions and Transport Manager and Education Entitlement Manager will then undertake a review of the Protocol.
  • The existing Fair Access Protocol will remain binding on all schools in the local area until the point at which a new one is adopted.
